Marine & Offshore Consultants is an independent technical advisor to the oil & gas industry providing technical assurance, consulting, marine operations and project execution services.
Within our group with representation in more than 10 countries, Marine & Offshore Consultants combines advanced engineering and analytical skills with extensive operational experience of complex offshore and onshore oil & gas and renewables assets into fabrication, installation and commissioning of various installations and systems.

Managing Director
Ionuț Dragoș Neagu is the founding President/General Manager of MOC Group, a Romanian group of companies with interests in a number of key international industries: oil and gas, marine warranty, marine inspections, diving and diving related services, naval architecture & design (Marine & Offshore Consultants); marine fabrication & maintenance (MOC Fabrication); renewable energy and environmental engineering (Solid Mechanics & Environmental Engineering). Mr. Neagu is a Chartered Engineer and Senior Manager with over 15 years of international experience (Far East, North Sea, The Mediterranean Sea) in Business Management, Technical Consultancy and Marine Warranty, highly proficient in FEED Development, Risk Management, Naval & Offshore Engineering, Due Diligence & Feasibility Studies. Mr. Neagu is a graduate of “Dunărea de Jos’ University in Galați – Romania, with a diploma and master’s degrees in Naval Architecture & Ocean Engineering and Management of Naval/Offshore Constructions, and a doctorate in Industrial Engineering – Research in Risk Management for Offshore Developments – 2018, Oil and Gas University of Ploiești, Romania.

Marine & Offshore Consultants SRL (MOC) working in the fields of Technical Consulting, Project Management, Inspection of Industrial Equipment, Maritime & Offshore Engineering and Construction, implemented and maintained an integrated management system in accordance with OHSAS 18001: 2007, EN ISO 14001: 2015 and ISO 9001: 2015 and will continue to improve this system by ensuring that MOC’s Management system is clearly communicated and understood at all levels of the organization.

Our Code of Conduct policy applies to all employees and provides the framework of principles for conducting business, dealing with other employees, Clients and suppliers. The Code of Conduct does not replace legislation and if any part of it is in conflict, then legislation takes precedence. This policy is based on the following:
• Act and maintain a high standard of integrity and professionalism
• Be responsible and scrupulous in the proper use of Company information, funds, equipment and facilities
• Be considerate and respectful of the environment and others
• Exercise fairness, equality, courtesy, consideration and sensitivity in dealing with other employees, clients and suppliers
• Avoid apparent conflict of interests, promptly disclosing to a Marine & Offshore Consultants senior manager, any interest which may constitute a conflict of interest
• Promote the interests of Marine & Offshore Consultants
• Perform duties with skill, honesty, care and diligence
• Abide by policies, procedures and lawful directions that relate to your employment with Marine & Offshore Consultants and/or our Clients
• Avoid the perception that any business transaction may be influenced by offering or accepting gifts
• Under no circumstances may employees offer or accept money
• Any employee, who in good faith, raises a complaint or discloses an alleged breach of the Code, whilst following correct reporting procedures, will not be disadvantaged or prejudiced. All reports will be dealt with in a timely and confidential manner.
Marine & Offshore Consultants expects co-operation from all employees in conducting themselves in a professional, ethical and socially acceptable manner of the highest standards.
Any employee in breach of this policy may be subject to disciplinary action, including termination.
Should an employee have doubts about any aspect of the Code of Conduct, they must seek clarification from the HR Manager.
